Comments

Scheduling delays on this project were due to differing site conditions and additional work on a footbridge/trestle not anticipated in the original contract. As late as March 30, 2000 excavation around the existing trestle piers exposed vertical wooden supports that had rotted below grade. As a result, new concrete "pile caps" are being added at nine locations. Electrical changes to the contract have been minor. Trestle changes have caused delays and price increases.

Performance Evaluation

Overall Performance Evaluation: Outstanding

Quote from performance evaluation dated October 30, 2000:

“The contractor, Webb Electrical, with Bruce Kelly as the Superintendent/CQC did an outstanding job of providing the government with an excellent new substation for up-grading the high voltage system onboard the base. The effort exerted to overcome numerous unforeseen conditions and maintain their construction schedule was completed in a professional comprehensive manner.”
